Firstly is the application of banner in political sense, of which the national flag, party flag, military flag and league flag are the more representative banner products. However, there are many regional flags in different countries of the world, which increased the difficult of flag printing and production due to uniqueness of products.
Another is the identifying banner. For example, government agencies, non-governmental organizations and production companies tend to use bright banners as their own representatives, which are also symbol of unit’s image.
In 1857, Royal London Office of the British Authority (HMSO) published the announcement of maritime flag use, entitled "Notices issued by the Upper Council of the Privy Council that can be used for trade advice and maritime signal rules." The 14-page announcement, easy-to-understand text, and background (knowledge) information promoted the wide acception of the signal flag system. In 1932, the draft has appeared in seven languages in English, French, German, Italian, Japanese, Spanish and Norwegian.
